Fuel-saving HHO (hydrogen-hydrogen-oxygen, or “oxyhydrogen”) generation systems have been a source of controversy for some time. HHO kits are inexpensive to build and install, but you’d do well to remember the safety risks involved.
Purpose
HHO cells use electricity to break up the water molecule (H20) into its component hydrogen and oxygen atoms. The engine siphons off the resulting oxyhydrogen gas and uses it as a supplemental fuel.
Function
HHO cells contain a stack of metal plates (separated by about 1/8-inch) submerged in water. When electricity tries to pass from one plate to the next, it encounters the water and splits its molecule in a process known as electrolysis.
Danger
Like nitromethane, oxyhydrogen gas carries its own fuel and oxidizer. This makes the gas extremely explosive when subjected to heat.
Safety
Any good HHO system will use a filter-type or water-bubble flame arrestor in the HHO output line. These arrestors keep engine backfire from igniting any HHO caught in the lines or cell.
Fun Fact
Water-powered cars are nothing new. Filipino inventor Daniel Dingel built an HHO-powered car in 1968.

I can’t tell you if the kits that are sold on the internet are legit or not. But as for HHO, it works, and has been around for a long time. HHO is also know as Brown’s gas, and was used during World War II. The reasoning behind HHO is that gasoline is liquid hydrogen, and HHO is also a form of liquid hydrogen. The HHO is mixed with the gasoline intake, and extends the mileage.
You should watch the Myth Busters segment on this topic. The couldn’t get the hydrogen generator to work, but they proveded you can run an engine on straight hydrogen. But they need a blow back arrester to prevent exposions.
